ABOUT DISASTER RECOVERY GRANTS  

The North Carolina Department of Health and Human Services Division of Child Development and Early Education (DCDEE) may be eligible for federal funds from the Office of Child Care which can help regulated child care programs when they have been impacted by a disaster.  In 2023 DCDEE applied for and received Hurricane Ian disaster funds. DCDEE used part of those funds to develop a Disaster Impact Report portal which allows regulated child care providers to report damages to their program immediately following a disaster.  

 

DISASTER IMPACT REPORT 

Each time there is an emergency declaration or declaration of disaster impacting regulated child care in North Carolina, whether or not DCDEE receives funds, providers will be given an opportunity to complete a Disaster Impact Report.  

From this report DCDEE can determine areas of need for support, and estimate the amount of funds to request from the Office of Child Care and have the documentation needed to support the request. DCDEE will also be able to determine how much money can be distributed to child care providers to help cover the costs associated with the disaster. 

 

PORTAL OPENS MAY 22, 2025  

The Disaster Impact portal is opening May 22 for providers in affected counties to report impacts of damages from Hurricane Ian and Tropical Storm Helene. If you are an impacted child care program, use the following steps to report.  

1. Review the information memorandum regarding the Disaster Impact Report portal 

2. If you do not already have a business NCID for the Stabilization Grant, but want to potentially receive Disaster Recovery Grants, set up your NCID using the Job Aid: Creating and Linking Your NCID

3. Set up your direct deposit account using the Job Aid: Setting Up Your Direct Deposit Account

4. Review the questions you will be asked in the Disaster Impact Report portal.

5. Access the disaster specific Program Instructions and Job Aids. The questions in the portal will vary depending on the funding availability, funding amount, or federal requirements for disaster funding.
