NC Social Services Commission Meeting to adopt Temporary Rules-October 12, 2016 10A

NCAC 10 .0602 and .0702

The Social Services Commission (SSC) will hold a special teleconference meeting for the purpose of adopting temporary rules for 10A NCAC 10 .0602 and .0702 to replace the emergency rules. These rules are necessary in order to come into compliance with the Child Care and Development Block Grant (CCDBG) Act of 2014.

The CCDBG, 42 U.S.C. 9858, Section 658E(c)(2)(G) requires all child care providers "that provide services for which assistance is provided in accordance" with the Act to comply with training requirements under the Act. Presently, facilities operating under N.C.G.S. 110-106, centers operating in other states, and centers certified by the United States Department of Defense are not required to comply with current regulatory requirements under G.S. 110, Article 7 and 10A NCAC 09 governing training. The rules would require facilities not currently subject to the training requirements, to comply in order to be eligible to participate in the state's subsidized child care assistance program.

The meeting will be held on Wednesday, October 12 at the Division of Social Services, 820 South Boylan Avenue, Room 151, Raleigh, NC 27603 and will begin at 10:00 a.m. Interested parties may also attend the meeting by telephone conference at the number provided on the agenda.
